U.S. Intelligence has LOC of ISIS HQ complex in Raqqa, but won't bomb it.
[New York Times] WASHINGTON -- American intelligence analysts have identified seven buildings in downtown Raqqa in eastern Syria as the main headquarters of the Islamic State. But the buildings have gone untouched during the 10-month allied air campaign.
They're still trying to get Jamie Gorelick to sign off on the mission...
And just last week, convoys of heavily armed Islamic State fighters paraded triumphantly through the streets of the provincial capital Ramadi in western Iraq after forcing Iraqi troops to flee. They rolled on unscathed by coalition fighter-bombers.
Yes, the lack of kinetic engagement on the celebratory convoy was noted here last week, which combined with this article pretty much labels the Washington regimes campaign against ISIS a notional effort. That being said, perhaps our analysis should now turn to the reasons why.
American and allied warplanes are equipped with the most precise aerial arsenal ever fielded. But American officials say they are not striking significant, and obvious, Islamic State targets out of fear that the attacks will accidentally kill civilians. Killing such innocents could hand the militants a major propaganda coup and alienate the local Sunni tribesmen, whose support is critical to ousting the militants, and Sunni Arab countries that are part of the fragile American-led coalition.

But many Iraqi commanders and some American officers say that exercising such prudence with airstrikes is a major reason the Islamic State, also known as ISIS or Daesh, has been able to seize vast territory in recent months in Iraq and Syria.
Now, now: we're dropping two, three bombs a day! How much more can we do?
That caution -- coupled with President Obama's reluctance to commit significant American firepower to a war the White House declared over in 2011, when the last United States combat troops withdrew from Iraq -- has led to persistent complaints from Iraqi officials that the United States has been too cautious in its air campaign.

#2  Iraqi officials say the limited American airstrikes have allowed columns of Islamic State fighters essentially free movement on the battlefield.

Doesn't look like we are taking of advantage of the situation when they aren't in Raqqa either.

They didn't want us there. Many of them spilled the blood of Americans, so screw em. Let them bleed each other for awhile if they think being a Shite or being a Sunni is more important than forming a stable country. If ISIS gets larger aspirations outside of the area, give them hell and destroy them.

If I was the President, which I'm not, I'd be looking to use ISIS as a club to bludgeon the Mad Mullahs in Iran. But it's hard to tell what Baraq is thinking. His Middle East policy is confused at best and the results have been disastrous. Maybe he's choomin' again. Maybe he never stopped. It looks like mostly he's thinking about his golf game and how to grant amnesty to illegal aliens.

Yes, very likely.

If one were a conspiracy theorist, you could easily make a case for a clandestine Yalta scenario; the Bear takes Eastern Europe, China takes the Asian Pacific, Iran negotiates hegemony over the ME and as much of Europe as it can populate, and so on. Leaving Afrika up for grabs, cold putu leftovers...so to speak.

Of course all of this is [once again] meaningless, tin-hatted conspiracy ramblings.

The primary SoCal op area listed as "insurgent" for the exercise tends to be, however. I understand why it's set up that way (remote and varying terrain, access to desirable sites, military facilities, etc.) But again, it tends to run more 'red' than the rest of the state.

14-year-old planned to blow up Austrian train station
h/t Gates of Vienna
An Austrian court has found a 14-year-old boy guilty of planning to blow up Vienna's main railway station after being radicalized by Islamic extremists.

The court also found the defendant guilty of planning to join extremist fighters in the Middle East, a punishable offense in Austria.

The unidentified youth
Hans? Gunther? Klaus?
was sentenced to two years in juvenile detention, with 14 months of the term suspended. That leaves 10 months to serve, and with seven months already spent in investigative custody, he will only be behind bars for three more.

The proceedings Tuesday were in the city of St. Poelten, west of Vienna. Police say they found plans for such an attack on the boy's computer and defense lawyer Rudolf Mayer said his client acknowledges his guilt.

#1  An Nahar has some background on the lad:

The teenager of Turkish origin was found guilty of belonging to a "terrorist" organization and given an additional suspended jail sentence of 16 months by a court in his hometown of Sankt-Poelten.

According to the charge sheet, the teenager, who emigrated from Turkey in 2007, wanted to carry out the attack before traveling to join "holy war" in Syria alongside the Islamic State (IS) group.

His lawyer Rudolf Mayer said his client -- who he said grew up "without a father" and who turns 15 in the coming days -- had only been "playing with the idea" of making a bomb.

Placed in a special school for troubled children where "prospects for professional development are almost inexistent," the boy had "looked for recognition, to belong to something," Mayer told the court.

"Imagine the power of propaganda that says to young people who feel they are living an empty existence: 'You can do something good, and get money and women'," he said.

It was his own family who alerted authorities to his growing radicalization.

Shiite militia claims ISIS leader killed near Fallujah
[Rudaw] Shiite militias fighting near the Fallujah district of Garma in Anbar province claim they killed an ISIS leader and five of his deputies.
Emir is such a usefully vague kind of word. As far as I can tell, it means the leader of anything from a patrol to the caliph himself. Most of them aren't caliphs, of course.
"In the fight against ISIS in the sub-district of Garma east of Fallujah,
... the City of Mosques, which might have somthing to do with why it's not called Center of Prosperity or a really nice place to raise your kids...
Hatam Shahada, known as Abu Mosab Muhajir, was killed along with 20 other snuffies and two of the killed snuffies hold foreign IDs," Brigadier General Mahmoud Marzi, a Hashd al-Shaabi commander, told news agencies on Tuesday.

Also called Popular Mobilization Units or PMUs, the Hashd al-Shaabi are volunteer Shiite militias who have sworn to fight the Sunni ISIS.

Marzi added that Iraqi joint forces consisting of the Hashd al-Shaabi, the Badr Organization and Sunni tribal regiments have been locked in an intense battle with ISIS in Garma.

Sunni-majority Fallujah, 69 kilometers west of Baghdad, has been under ISIS control since last summer. The city has been besieged by the Iraqi Army, which has been continuously shelling the city to weaken the myrmidons.

Arabia
Yemen's pro-government forces retake city from Shite rebels
[Rudaw] SANAA, Yemen
...an area of the Arabian Peninsula sometimes mistaken for a country. It is populated by more antagonistic tribes and factions than you can keep track of. Except for a tiny handfull of Jews everthing there is very Islamic...
-- Yemen's pro-government fighters have pushed out Shite rebels and their allies and retaken a southern city that's the gateway to the port of Aden in their first significant advance since a Saudi-led coalition launched Arclight airstrikes on the rebel group, officials said Tuesday.

Coalition strikes, which began in March in an effort to halt the power grab by the rebels known as Houthis, also continued on Tuesday across Yemen, targeting positions of the rebels and their allies.

Despite the Arclight airstrikes, the rebels had advanced toward the southern port city of Aden over the past weeks and engaged in heavy ground fighting with rival forces in several cities across Yemen. But in a counter-offensive, pro-government fighters managed to capture the city of Dhale and also the command center of the 33rd Armored Brigade, officials said.

The brigade, which once controlled the city, is one of the country's largest army units. It is loyal to ousted President President-for-Life Ali Abdullah Saleh
... Saleh initially took power as a strongman of North Yemen in 1977, when disco was in flower, but he didn't invite Donna Summer to the inauguration and Blondie couldn't make it...
, who is allied with the rebels.

In capturing Dhale, pro-government fighters also seized large weapons' and ammunition caches, armored vehicles, and Katyusha rocket launchers, said the officials, speaking on condition of anonymity
... for fear of being murdered...
because they were not authorized to talk to news hounds.

Footage aired on Dubai-based Al-Arabiya network from Dhale showed fighters in one armored vehicle flying the flag of once-independent South Yemen.

The pro-government forces in the south are allied with exiled President Abed Rabbo Mansour Hadi, but also want an independent southern state. Dozens of fighters -- both from the pro-government side and the Houthis -- have been killed in intense festivities the past two weeks. Fighting between the two sides was still underway Tuesday on the outskirts of Dhale, the officials said.

The capture of Dhale -- the gateway to Aden -- is the first major achievement by pro-Hadi forces since March 26 start of the coalition Arclight airstrikes.

Hadi's government in exile has declared several provinces of Yemen disaster zones, including Dhale, where all basic services have collapsed. Due to the violence, most Yemenis now face severe shortages of fuel, water, medicine and food.

The UN estimates that at least 1,037 civilians, including 130 women and 234 children, have been killed between March 26 and May 20.

Tuesday's Arclight airstrikes hit Houthi
...a Zaidi Shia insurgent group operating in Yemen. They have also been referred to as the Believing Youth. Hussein Badreddin al-Houthi is said to be the spiritual leader of the group and most of the military leaders are his relatives. The Yemeni government has accused the Houthis of having ties to the Iranian government, which wouldn't suprise most of us. The group has managed to gain control over all of Saada Governorate and parts of Amran, Al Jawf and Hajjah Governorates. Its slogan is God is Great, Death to America™, Death to Israel, a curse on the Jews ...
positions and Saleh's forces in at least five cities, including the capital, Sanaa, and Aden -- where rebels have deployed large forces.

ISIS leader with past ties to local police killed in Mosul
[Rudaw] US-led coalition Arclight airstrikes have killed a prominent ISIS leader along with 20 other Death Eaters, a well-placed source inside djinn-infested Mosul
... the home of a particularly ferocious and hairy djinn...
told Rudaw on Tuesday on condition of anonymity.

"The slain ISIS leader's name is Mujbal Zeban Aluezi. He was the general director of Mosul police in the city prior to joining ISIS, and after Mosul fell to ISIS he joined the group's Death Eaters," said the source.

According to information obtained by Rudaw, Aluezi had a hand in yielding Mosul to ISIS and also took part in many battles against Peshmerga forces.

Earlier in April, an armed anti-ISIS group operating in Mosul claimed it had assassinated the military attaché of His Supreme Immensity, Caliph of the Faithful and Galactic Overlord, Abu Bakr al-Baghdadi

Iraqi forces seize key area en route to Ramadi
[Rudaw] Iraqi forces have reportedly seized an area south of the ISIS-held city of Ramadi previously used by the forces of Evil to truck in reinforcements, weapons and supplies, the Anbar provincial council announced.

"Iraqi forces backed by tribal gunnies and with air support from Iraqi warplanes lunched a military operation on Ankoud area, south of Ramadi, a position used by Daesh for delivering support to the group," Azaal Fahdawi, a member of the council, told Rudaw on Tuesday.

Iraq earlier on Tuesday announced the start of a military campaign to drive ISIS out of western Anbar province. The forces of Evil captured the picturesque provincial capital, Ramadi, earlier this month.

"The joint operation to recapture Ramadi has already begun in areas such as Ankoud and is moving towards Anbar University and Sajariya," a source from Anbar police told local media on Tuesday.

The source added that the Iraqi military leadership has a "concrete" and "careful" plan to drive ISIS from Ramadi.

Meanwhile,

Hamid Maliki, an Iraqi Air Force commander, estimated that 20 ISIS fighters Iraqi Arclight airstrikes inside the city of Ramadi.

ISIS shells Shiite forces gathering at Habanya base
[Rudaw] The historic military town of Habanya in Anbar province reportedly came under heavy ISIS artillery fire on Monday as thousands of Shiite snuffies continue to gather in the area for an assault on the captured quiet provincial capital of Ramadi.

The bombardment killed at least 12 members of the Iraqi forces and wounding several others, according to a Sky News report on Tuesday.

According to the Sky News report, at least 20 missiles were launched by the gunnies against the forces at the Habanya base, which is 15km Ramadi and 80km west of Baghdad.

An estimated force of 3,000 fighters from the Shiite militias known collectively as the Hashd al-Shaabi, or Popular Mobilization Units, have deployed this week to Habanya ahead of the expected offensive.

Habanya, also known as Habbaniyah, is roughly 8km east of Ramadi on the road to Fallujah and 80km from the capital. A former British Royal Air Force base established in the 1930s, the base was also used by the US military for campaigns in the province.

Coalition airstrikes hammer ISIS bases in Shingal, kill 24 militants

province, resulted in the deaths of 24 myrmidons, a Peshmerga commander told Rudaw.

"The coalition Arclight airstrikes bombarded Daesh positions around 12 pm on Tuesday from the west, east and center of the town," Ezadin Sandi, a commander of the 12th Peshmerga Brigade, said Tuesday. Daesh is the Arabic acronym for ISIS.

"From the east side, they attacked a Daesh-held checkpoint, where at least 14 jihadists were killed. Meanwhile the Arclight airstrikes targeted a checkpoint and one of the group's positions from the west and central areas, which resulted in the death of 10 Daesh gunnies," Sandi added.

ISIS bases in the disputed Shingal have been frequently bombarded by coalition Arclight airstrikes in the last few months.

Earlier in May, US-led coalition warplanes conducted seven Arclight airstrikes within two hours against ISIS in Shingal, killing at least 30 jihadis during an operation.

Hundreds of ISIS militants killed in Salahadin province
[Rudaw] Iraqi joint forces have advanced towards areas east of the city of Samara in Salahadin province, killed 124 ISIS faceless myrmidons and destroyed dozens of armored vehicles, Mohammed Abbas, a Badr Organization commander, told Al-Sumaria News on Tuesday.

"The Iraqi joint forces, including the Iraqi Federal Police, keep advancing to deep areas west of Samara, capturing large territories," said Abbas.

"In the aftermath of our advances, more than 70 ISIS faceless myrmidons were killed and nine boom-mobiles destroyed," he added.

Samara is located on the east bank of the Tigris River in Salahadin province, 125 kilometers north of Baghdad.

[EN.ZAMANALWSL.NET] Local activists said Abduction and killing have returned to Homs city as three bodies of two boys and a girl were found last week with signs of slaughtering and torture after being kidnapped.

Activists reported that bodies of two cousin boys, about 15 year-old, were found near the predominantly Alawite neighborhood of al-Nuzha in Homs.

On May 21 2015, some people kidnapped the two boys in Shammas neighborhood when they were walking next to the University Accommodation, Eye-witnesses reported.

Activist Jawad al-Faori detailed that a boy witnessed the abduction told him about a speedy car stopped next to the two boys, the driver pretended asking about an address, then 4 persons got out of it and dragged the two boys to the car by force.

Al-Faori mentioned that the car drove very fast, next day the two boys were found dead and their bodies thrown at the side of Nazha neighborhood. Their bodies showed signs of cruel killing despite their small age.

The activist suspected that regime militia and Shabiha were more likely to be the criminal who killed the two boys, as the crime took place in a regime-loyal neighborhood, and all routes between Nazha and Shammas neighborhoods are controlled by regime's barriers. He added that security forces may facilitate that kind of crimes.

The two boys were displaced from Baba Amr and lived in Shammas, thinking it would have been safer.

Al-Faori mentioned that a similar crime committed against a girl in the same day, as her body was found in an abandoned place in Nazha neighborhood. Eye witnesses mentioned that signs of torture were seen on it.

A young man mentioned that body was for a student in Baath University from Sunni sect, confirming the marks of torture on her body, but he later denied all what he had said because Shabiha threatened him, according to the activist.

Crimes similar to those have increased recently in so called "safe" neighborhoods Homs, where people disappeared, then their bodies found after days thrown in abandoned places with signs of torture or slaughtering.

US, allies conduct 35 airstrikes against ISIS in Syria, Iraq
[EN.ZAMANALWSL.NET] The United States and its allies carried out 10 Arclight airstrikes against ISIS in Syria and 25 strikes in Iraq since Sunday, the U.S. military said on Monday.

Most of the Arclight airstrikes in Syria were targeted in the area near Al Hasakah, where they destroyed four ISIS fighting positions, a checkpoint, an excavator and other equipment, according to the statement.

In Iraq, the strikes were targeted at ISIS positions near Baghdadi, Bayji, Fallujah and djinn-infested Mosul

Rocket fired from Gaza Strip lands in southern Israel
[EN.ZAMANALWSL.NET] Air raid sirens sounded on Tuesday night after at least one rocket fired from the Gazoo Strip landed in southern Israel, police said.

There were no reports of damage or injuries. The remnants of one rocket were found near the port city of Ashdod, about 20 km north of the Gazoo Strip, an ambulance service front man said.

No group in the Gazoo Strip had immediately taken responsibility for the firing.

Earlier reports by Israeli media said five rockets had been fired but it was later found that electronic sensors watching for firings may have given false readings.

Reports speculated that the rocket may have been an errant rocket that was not intentionally aimed at Israeli territory.

545 booked under ATA for vandalising church
[DAWN] Police started the paperwork but haven't done much else on Monday under anti-terrorism act against the people who had vandalized a church in Basti Dhoop Sarri in Sanda and maimed several coppers deployed there to protect it on Sunday night.

Police said the case had been registered against 545 people on charges of terrorism and attacking a place of worship. Around 40 suspects have already been nabbed
Please don't kill me!
"Some 500-600 people have been booked under terrorism charges for vandalising the church, damaging public and private property and injuring 10 coppers," Iqbal Town SP (Investigation) Ijaz Shafi Dogar told Dawn.

He said the situation in the area was under control and police were trying to maintain peace.

He said that 45 people were named in the FIR while others remained 'unidentified'. "We are conducting raids for more arrests, especially those who have been named in the FIR," the SP said.

Scores of people had gathered outside the Gulshan-e-Ravi cop shoppe on Sunday night to protest the alleged desecration of the Holy Koran by a Christian youth earlier in the day and demanded that the suspect be handed over to them.

They dispersed when police assured them that a case had been registered against the suspect under the blasphemy laws (295-B), but they reassembled in Basti Dhoop Sarri to attack the church and the house of the suspect.

In the meantime, a police party led by DIG (Operations) Haider Ashraf reached the scene and had to use the force when the mob attacked them.

Tensions ran high in the area after Sunday evening's incident.

There is a long history of religion-based trouble in the county and Lahore and its surroundings have been at the centre of some ugly faith-related incidents in the recent past.

Kunduz Governor Reports Taliban Allegiance To Daesh
[Tolo News] Kunduz provincial governor Mohammad Omer Safi has said that Afghan Lions of Islam are fighting alongside Daesh in the country's besieged northern province.

Speaking to News Agency that Dare Not be Named, Safi said that the Taliban in these areas have pledged allegiance to Daesh in an attempt to create a safe haven for Lions of Islam being driven out of Pakistain's northern Wazoo tribal region.

Safi said that in addition to switching from hit-and-run attacks to seizing and holding territory, the Taliban have also been joined by other bad boys, including from the Islamic Movement of Uzbekistan. The IMU has longstanding ties to the Taliban and al-Qaeda, and is believed to have pledged allegiance to Daesh last year.

According to him, there are ominous signs of a growing Daesh presence in northern Afghanistan. He said fighters have raised the group's black flag in nearby villages, and that imported muscle from The Sick Man of Europe Turkey

a western intelligence official who spoke on condition of anonymity said the extent of any Daesh presence in northern Afghanistan remained unclear and had not yet been corroborated.

The provincial administration has meanwhile reportedly called up local militia groups and armed around 1,000 men to join front line battles and conduct patrols through areas cleared of murderous Moslems.

Meanwhile,
...back at the pound, the little lost dog had finished eating the rat terrier...
in a meeting on Sunday with Afghan First Lady Rula Ghani, US Gen. John Campbell, Resolute Support Mission commander, said that Daesh was actively recruiting in the country, but was not yet operational in Afghanistan.

Campbell said: "It is absolutely a concern." He said the group was using a sophisticated social media campaign to attract Taliban fighters in Afghanistan and Pakistain who were disgruntled at the lack of progress they were making in overthrowing the Kabul government.

He said Daesh's presence in Afghanistan has grown considerably in the past six months.

terror group by assisting a friend's travel to Syria and unsuccessfully attempting the same journey himself to join the group's ranks.

Asher Abid Khan, 20, of Spring, Texas, was tossed in the calaboose
I ain't sayin' nuttin' widdout me mout'piece!
Tuesday after making it as far as Istanbul, a well-traveled staging area for imported muscle seeking entry to Syria.

According to federal prosecutors, he was duped into returning to Texas when his family sent the suspect false information about his mother's health.

Khan is expected to make an initial court appearance in the Houston area Tuesday.

The suspect and a friend allegedly planned their travel to Syria through The Sick Man of Europe Turkey
...the only place on the face of the earth that misses the Ottoman Empire....
to join the fight on behalf of the Islamic State or ISIL, federal prosecutors allege.

"I wanna join (ISIL), can you help?" Khan allegedly asked a Turkish-based ISIL contact.

Khan's associate was able to enter Syria with the assistance of Khan and the ISIL contact.

The FBI learned of Khan and the alleged interest in ISIL in October 2014, after agents searched his friend's Facebook account. The friend, identified in court papers as S.R.G., allegedly posted pictures of himself with military-style weapons.

Tracking Khan's earlier communications with S.R.G, dating to January 2014, federal Sherlocks learned of the Turkish-based contact, described in court papers as a 24-year-old co-conspirator.

The messages, which later included detailed exchanges with the Turkish contact, "show how Khan confided in others about his plans,'' federal prosecutors allege.

On Jan. 13, 2014, according to court papers, Khan allegedly messaged the Turkish contact, explaining his support for ISIL. He said he had recently moved to Australia because he was unhappy living in the west. He expressed his "sadness'' that he was living "comfortably while brothers are in so much hardship.''

Iraq Shi'ite militia take lead in campaign to reverse Islamic State gains
[REUTERS] Iraq's Shi'ite paramilitaries said on Tuesday they had taken charge of the campaign to drive Islamic State
...formerly ISIS or ISIL, depending on your preference. Before that al-Qaeda in Iraq, as shaped by Abu Musab Zarqawi. They're very devout, committing every atrocity they can find in the Koran and inventing a few more. They fling Allah around with every other sentence, but to hear the pols talk they're not really Moslems....
from the western province of Anbar, giving the operation an openly sectarian codename that could infuriate its Sunni population.

The Iraqi government is scrambling to reverse its biggest military setback in nearly a year, the fall of Ramadi, capital of Anbar province west of Baghdad. Prime Minister Haider al-Abadi has vowed to recapture it within days.

The Shi'ite militiamen, supported by a smaller cadre of government troops, advanced on Tuesday to within a few kilometers of a university on Ramadi's southwestern edge, police sources and Sunni tribal fighters allied to the government said.

As they passed through Euphrates river valley farmland south of Ramadi, the forces of Evil told people to return home, stay inside and they would not be harmed.

Ramadi's fall a week ago was swiftly followed by the fall of the UNESCO heritage city of Palmyra in Syria, the two biggest gains by Islamic State fighters since the United States began targeting them with air strikes in both Iraq and Syria last year.

Islamic State controls swathes of territory in both countries, where it has proclaimed a caliphate to rule over all Moslems according to strict mediaeval precepts.

The simultaneous advances over the past week at opposite ends of the group's territory have raised doubts about the U.S. strategy to bomb the bully boyz from the air but leave fighting on the ground to local Iraqi and Syrian forces.

In Iraq, the regular military's failure to hold Ramadi has forced the government to send Iran-backed Shi'ite paramilitaries to help retake the city. Washington is worried this could enrage residents in the overwhelmingly Sunni Moslem province and push them into the arms of Islamic State.

A front man for the Shi'ite militias, known as Hashid Shaabi, said the codename for the new operation would be "Labaik ya Hussein", a slogan in honor of a grandson of the Prophet Mohammed killed in the 7th Century battle that led to the schism between Shi'ite and Sunni Moslems.

Kenyan police injured in suspected Al-Shabaab attack near Garissa
[CNN] Suspected Islamist gunnies attacked Kenyan national police Monday evening in the same county where students were slaughtered in a university attack last month, leading to a heavy gunbattle that left at least five officers injured, authorities said.

Police officers were looking for Al-Shabaab
... Somalia's version of the Taliban, functioning as an arm of al-Qaeda...
Death Eaters in eastern Garissa County when gunnies attacked them on Monday evening, said James Kianda, acting county commissioner.

Police reinforcements responded and fought with the attackers, believed to be with Al-Shabaab. In the ensuing battle, five officers were maimed, including two critically, the national police service said.

Details about casualties from the initial encounter weren't immediately available.

National police and the Kenyan military were conducting an operation against the attackers on Tuesday, the national police said.

The initial group of coppers was patrolling the county's Fafi and Yumbis areas, acting on the belief that Al-Shabaab fighters were hiding nearby, Kianda said.

Monday's incident came more than seven weeks after Al-Shabaab hard boyz stormed a college in eastern Kenya's Garissa city and killed 147 people.

In that incident, according to Agence La Belle France-Presse, the hard boyz separated students by religion -- allowing Moslems to leave and killing Christians

Of those killed at Garissa University College on April 2, 142 were students at the university, and the rest were security forces and campus security.
