Hopes Pinned On Pakistan's Honest Cooperation Over Peace
[Tolo News] Hekmat Khalil Karzai, Deputy Minister of Foreign Affairs on Monday attended the Heart of Asia-Istanbul Process Conference in Islamabad, Pakistain, and said delegates believe that peace in Afghanistan will mean peace in the region.

Consensus is that this will hopefully result in Pakistain acting honestly during the grinding of the peace processor. Conference delegates included Ministers of Foreign Affairs and representatives from 16 countries. Karzai represented Afghanistan at this conference.
Opium consumption must be up for them to trust Pakistain.
"This conference will have a good outcome and the participants believe that peace in Afghanistan means peace in the region and that Pakistain will have honest cooperation in this matter with Afghanistan," says Karzai.
Though come to think on it a bit, the Paks are probably a more reliable partner than is the B.O. administration.
According to him, delegates forced Pakistain to support peace talks and to show honest cooperation.

"We have had talks with representatives from Iran, who have pledged their commitment to supporting peace talks in Afghanistan," says Karzai.
And God help them.
Delegates said that Afghanistan's security was critical to the security of the region. They warned that if insecurity in Afghanistan increases, other countries in the region will be adversely affected.

The Heart of Asia-Istanbul Process was launched in 2011 to bring together regional countries to promote peace and prosperity in Afghanistan through concerted efforts of participating and supporting countries as well as international and regional organizations engaged in the process.

in the wake of the revelations, pushback was stalwart, especially from Parliament, and the Afghan government was forced to back track on the issue, claiming the MoU was never finalized and would be assessed further before it became so.

Rahimi emphasized how important it was that the secret deal was exposed, in turn, bringing some transparency and accountability to the process. He said he hoped the experience would serve as a notice to all those who hope to broker deals in the shadows.

"The document is being reconsidered and corrected, and those who wanted to make a secret deal have been prevented because people are aware of it and the presence of the media will not allow issues related to the nation's future to be dealt with this way," Rahimi told TOLOnews.

Chief Executive Abdullah's office is said to have been in agreement with the original draft of the MoU, but objects strongly to the changes that were brought later on. "There were items in this agreement that were against the national interests, according to the NDS, and there were also issues that the CEO had crossed out himself," Rahimi said. "The reason they were not removed is something Parliament has been informed about," he added.

The MoU is first and foremost a cooperative agreement, which outlines the terms of collaboration between the NDS and ISI on counter-terrorism and counter-insurgency in their respective territories. This, in principle, is something nearly all leaders in Afghanistan have expressed support for at one time or another. However,
the way to a man's heart remains through his stomach...
the rub of the agreement comes down to the potential provision of training for the Afghan forces by Pakistain as well as the sharing of information between the two spy agencies.

The National Security Council is said to be behind the agreement. But its cultural advisor, Najeebullah Manali, on Tuesday claimed the council had only been involved with the agreement at the early stages.

Kenya Officials Dispute Claim of Police Deaths by Al-Shabaab
[BLOOMBERG] Kenyan police disputed claims by local officials that at least 20 officers were killed in an attack by al-Shabaab

Lions of Islam in the northeast of the country, saying that only one died and four were maimed.

Kenyan Police Inspector-General Joseph Boinnet said officers on patrol in Garissa county came under attack late Monday. More officers rushed to the scene in response. The situation is under control, the police said on Tuesday.

Earlier, Fafi sub-county Commissioner Geoffrey Taragon said at least 20 people died in the attack, in which the assailants used rocket-propelled grenades. Al-Shabaab front man Sheikh Abdulaziz Abumusab confirmed the militia carried out the assault on the convoy and cited the same corpse count as Taragon, while Mahat Osman, a local politician who visited the scene, also said he counted as many as 20 bodies.

The festivities in Garissa come less than two months after an al-Shabaab raid on a university in the county left at least 147 people dead. That was the deadliest attack on Kenya since al-Qaeda bombed the U.S. Embassy in 1998.

Somalia-based al-Shabaab has grabbed credit for a series of attacks in Kenya over the past four years in Dire Revenge for its troop deployment in bordering Somalia in 2011. The Lions of Islam have been waging an insurgency in Somalia since 2006 in a bid to oust the government and establish Islamic law.

Bara tribesmen refuse to pay fine over security forces' losses
[DAWN] The elders of Sipah have refused to pay the fine imposed on the tribe for inflicting losses on the security forces during military operation in Bara tehsil of Khyber Agency.

Khyber Agency political administration imposed a fine of Rs120 million on the entire Sipah tribe for causing damage to military hardware and attacking security forces in its territory, especially Spin Qabar area, in October last year when forces launched 'Khyber One' military operation against the banned bad boy organization Lashkar-e-Islam

The administration had informed a jirga of Sipah that members of the tribe would not be allowed to go back to their homes and all their official perks and privileges would remain suspended unless they paid the fine.

Shah Faisal told Dawn that his tribe was not ready to pay the fine come what may. "It is totally unjust and not acceptable as we have not committed any crime," he said, adding that his tribe was ready to resolve the issue through negotiations.

Mr Faisal said that properties of Sipah families worth billions of rupees were destroyed during the military operations while more than 200 shops in Bara Bazaar were demolished in the name of repairing the road but they were not paid a single penny as compensation.

He said that imposition of such a hefty fine had no precedent in the entire Fata. The political administration made the Sipah tribe a scapegoat to hide its inefficiency and failure to restore peace in Bara.

"We have formed a committee to hold parlays with the government but we would not hesitate in starting agitation if the government refuses to acknowledge our just demands of withdrawing the fine," the tribal elder said.

Pakistan urges unified operation in Afghanistan for durable peace
[DAWN] Foreign Secretary Aizaz Ahmad Chaudhry on Tuesday stressed the need of a "well-coordinated" security operation in Afghanistan to achieve shared goals of peace and prosperity in the two countries.

Leading Pakistain's delegation during foreign secretary level talks with Afghanistan in Islamabad, Chaudhry emphasised the need for greater political engagement, stronger focus on economic development and a well-coordinated security cooperation for stability in the wider region.

Afghan Deputy Foreign Minister Hekmat Khalil Karzai led his country's delegation during the talks.

The two sides reviewed all facets of Pakistain-Afghanistan bilateral relations and exchanged views on a broad range of issues of mutual interest, including peace and stability, counter-terrorism, border-security, trade and economic cooperation, Afghan refugees and regional cooperation.

#1  My friend in the Army has stories about foreign soldiers in UN helmets commiting child sex abuse. Mostly Pakistani but there were others. It was back in the 90s and everyone knew about it but nothing was done. Some folks get all rape of Nanking when they get out from the watchful eyes of their mom.

Malaysian police reveal grim secrets of jungle trafficking camps
[REUTERS] Malaysian police forensic teams, digging with hoes and shovels, on Tuesday began pulling out bodies from shallow graves found in abandoned jungle camps where an inter-governmental body said hundreds of victims of human traffickers may be buried.

The Malaysian government said it was investigating whether local forestry officials were involved with the people-smuggling gangs believed responsible for nearly 140 such graves discovered around grim camps along the border with Thailand.

The dense forests of southern Thailand and northern Malaysia have been a major stop-off point for smugglers bringing people to Southeast Asia by boat from Myanmar, most of them Rohingya Moslems who say they are fleeing persecution, and Bangladesh.

Authorities took a group of journalists to one of the camps, nestled in a gully in thick jungle up a steep, well-worn path about an hour's walk from the nearest road, where a Rooters witness saw the first body removed on Tuesday afternoon.

Malaysian police said on Monday they had found 139 graves, some containing more than one body, around 28 camps scattered along a 50-km (30 mile) stretch of the border in the northern state of Perlis.

Ankara and Washington agreed in February to train and equip up to 15,000 Syrian fighters under a U.S. program designed to add a credible ground force to an air bombing campaign against the Death Eater group.

Cavusoglu didn't provide further details on the air cover.

Mekdad made the comments to the Leb-based Al-Mayadeen TV station.

Post reporter's 'espionage' trial adjourns; it's unclear if it will resume
[WASHINGTONPOST] Washington Post news hound Jason Rezaian went on trial Tuesday on espionage and other charges in a closed Tehran courtroom more than 10 months after he was imprisoned, but the proceedings were adjourned without any indication of when they would resume.

The state-run Islamic Theocratic Republic News Agency reported that Abolghassem Salavati, a judge known for draconian sentences, read the four-count indictment in a two-hour session in Tehran's Revolutionary Court.

It could not be determined from the Mehr account whether the news agency, which is affiliated with the government, had a news hound in the courtroom.
