Afghan Returnees Face Economic Difficulties: Report
[ToloNews] The report analyzes the living conditions of the large Afghan refugee population that returned from Pakistain between 2014 and 2017.

Afghan refugees who returned to Afghanistan between 2014 and 2017 tend to be worse off financially and face multiple economic difficulties compared to refugees who stayed in Pakistain, the World Bank and UNHCR in Afghanistan said in a new report released on Sunday.

The report entitled "Living Conditions and Settlement Decisions of Recent Afghan Returnees" is the first joint report resulting from the collaboration between UNHCR Afghanistan and the World Bank.

The report shows that despite high poverty and limited employment opportunities, most Afghans returned to their home provinces, with Kabul and Nangarhar

Afghans living in their province of origin were more likely to be employed, benefitting from established social ties. Lower access to education and healthcare services are other challenges faced by returnees and host communities, the report highlights, according to the report.

"The living conditions of Afghan returnees are extremely challenging and require deep and urgent attention," Henry Kerali, World Bank Country Director for Afghanistan said in the report.

"To understand the fundamental needs and challenges Afghan returnees face in their daily lives and to identify and agree on the best ways of addressing those challenges, access to accurate data and analysis is key. Our joint report with UNHCR helps increase coordination among partners and improve the work in support of Afghan returnees," he said.

"In 2019, we are marking 40 years of Afghan displacement, and while several programs are in place to assist returnees and facilitate their sustainable reintegration in Afghanistan much remains to be done," Caroline Van Buren, UNHCR’s Representative in Afghanistan said.

"The data and analysis in this report will be crucial to UNHCR and our partners, including the Government of Afghanistan, as we try to improve the way we support Afghan returnees," he said.

The report assesses the existing challenges and identifies opportunities to further enhance returnees’ sustainable reintegration within Afghanistan’s socio-economic landscape. It recommends focusing on the voluntary and gradual repatriation of Afghan refugees as a long-term solution to forced displacement and encourages the Government of Afghanistan and its partners to put in place measures to facilitate the return in safety and dignity.

Trust the UN to bother with this. They have this whole 'Afghanistan 2030' development strategy planned out by thousands of business school flowchart junkies, and no clue yet as to whether the place will end up a unstable democracy or a wasteland with roving technicals full of sasquatches running on fuel stolen from Chinese refineries.

Over 590 Civilians Killed In Afghanistan In Three Months
[ToloNews] Afghanistan Independent Human Rights Commission documented 2,488 civilian casualties in the past three months.

New figures by Afghanistan Independent Human Rights Commission (AIHRC) indicate that 596 non-combatants were killed and 1,892 others were maimed in festivities between government forces and the Taliban

and other attacks by Death Eaters in Afghanistan since the beginning of the current solar year which coincides with March 21, 2019.

The CEO of the AIHRC, Musa Mahmoodi, told TOLOnews that 733 of the victims are children who
have either been killed or maimed in the conflicts during the period.
"Unfortunately, measures were not taken to reduce the number of civilian casualties," he said. "In some areas, we saw a sharp rise among vulnerable victims."

He said the operations in which the casualties happened were carried out by pro-government forces against Death Eaters in different parts of the country. But he added that "the Taliban were involved in most part of the casualties".

The figures, he said, cover the past three months.

A front man for the Ministry of Defense, Rohullah Ahmadzai, said the government forces are implementing measures to protect civilians during their operations.

"Narrow mistakes are committed in some cases in which civilians are hurt but we are working on full prevention of harm [to civilians[," Ahmadzai said.

UN REPORT ON CIVILIAN CASUALTIES
The UN Assistance Mission in Afghanistan said in a quarterly report on April 24 that it has documented high levels of harm to civilians but adds that there has been a 23 percent decrease in overall civilian casualties as compared to the same period last year and is the lowest for a first quarter since 2013.

The report says the UN documented 1,773 civilian casualties (581 deaths and 1,192 injured), including 582 child casualties (150 deaths and 432 injured) between January 1 and March 31.

In the first quarter of 2018, UNAMA documented 2,305 civilian casualties (799 deaths and 1,506 injured), including 609 child casualties (176 deaths and 433 injured), the report says.

The overall reduction of civilian casualties was driven by a decrease in civilian casualties by suicide improvised bomb (IED) attacks, the report says.

UNAMA notes the particularly harsh winter conditions during the first three months of the year, which may have contributed to this trend, the report says.

It is unclear whether the decrease in civilian casualties was influenced by any measures taken by parties to the conflict to better protect civilians, or by the ongoing talks between parties to the conflict, the report mentions.

The monitors should work with the parties so that the security of the area "is assured by local security forces in accordance with Yemeni law."

It also called on all parties involved in the Hodeidah Agreement to support UN efforts by ensuring the safety of the monitors and affording all personnel and supplies swift and unfettered movement.

The children are of several different nationalities, including Russia, Tajik, German, French, and Ottoman Turkish, among others, the ministry said in a statement Monday.

Thirty-three Russian children were repatriated on June 10 after Iraqi officials and Russian diplomats in Baghdad were satisfied the children had "guardians, and the availability of legal assurances for protecting their rights", the ministry added.

Russian state news agency TASS announced on July 11 that the Russian Emergencies Ministry evacuated more than 30 children of Russian citizens held in a prison in Baghdad.

"A special Il-76 flight belonging to the Russian Emergencies Ministry has arrived from Baghdad to Ramenskoye Airport in the Moscow Region with 33 children of Russian citizens that found themselves in the armed conflict zone," the Russian ministry said in a statement.

Another batch of around 30 children of Russian origin will be evacuated from Iraq in August, TASS said, citing Anna Kuznetsova, Russian Presidential Commissioner for Children’s Rights.

There are nearly one thousand foreign children born to ISIS parents stuck in legal limbo in Iraq. The UN children’s fund UNICEF has described them as the world’s "most vulnerable children".

"They live in appalling conditions amid constant threats to their health, safety and well-being. They have little family support: While most are stranded with their mothers or other caregivers, many are completely alone," UNICEF Executive Director Henrietta Fore said in a statement back in May.

French gov't supports youth project with ties to Palestinian terror group

[Jpost] The French government, along with local municipalities in La Belle France, has donated almost €400,000 to a new youth program in east Jerusalem in coordination with a a socio-cultural center run by a convicted member of the terror organization Popular Front for the Liberation of Paleostine (PFLP), NGO Monitor reported.

On July 10, 2019, at the Jerusalem French Institute a new youth program for east Jerusalem was launched in the presence of UN employees in coordination with the Al Bustan center.

The project, "Towards the Youth of East Jerusalem" was initiated by the RCDP, a French association that supports ties between local French and Paleostinian authorities.

The project is funded by various local French government bodies, including the French Ministry of Europe

In 2015, Ghoul was convicted in Israel for his membership in the Popular Front for the Liberation of Paleostine (PFLP), for which Ghoul served an 18 month sentence.

The PFLP is a secular Marxist-Leninist revolutionary organization affiliated with the Paleostinian Liberation Organization. It has been classified as a terrorist organization by the US, Canada, Australia, Japan, the EU and Israel.

A verdict from a Jerusalem District Court obtained by NGO Monitor stated that Ghoul "has two criminal convictions in his past for membership in a terrorist organization in 2005 and 2006, and for ideologically motivated violent crimes, for which he was sentenced to significant jail sentences of 12 and 18 months. Nevertheless, this was not sufficient to deter him and he returned to commit offenses in the years following his release."

The Al Bustan center, based in Silwan, has a history of promoting violent and anti-Israel ideas among their young members. One post published on Facebook in July 2018 showed pictures of a youth camp, in which young Paleostinians wore different flags representing countries on their shirts. The children representing Israel and the United States brandished guns and proceeded to conduct a mock execution of "Paleostine."

It has also shared praise of terrorist attacks in Israel and propaganda of various terrorist groups through Facebook posts.

The involvement of an international government has led the Israeli Ministry of Foreign Affairs and a number of Jerusalem City Council members sent an official protest to the French government, raising their concerns about the issue.

In Iran, some take off their hijabs as hard-liners push back

Trump officially taps Esper for defense chief ahead of hearings

on Monday asked the Senate to confirm Mark Esper as the successor to former Defense Secretary Jim Mattis, whose resignation last December opened an unprecedented period of senior-level instability at the Pentagon.

The moment the nomination was received by the Senate on Monday afternoon, Esper was required to step out of his role as acting defense secretary ‐ a job he has held since June ‐ until he is confirmed as the permanent secretary. He reverted to his previous position of Army secretary.

Filling in for Esper pending his confirmation is Richard Spencer, who has been the civilian leader of the Navy since August 2017.

Spencer’s tenure as acting secretary is expected to be brief. Esper will have his Senate confirmation hearing on Tuesday and could be confirmed as early as Thursday. Spencer would then return to the Navy.

Spencer, a native of Connecticut, joined the Marine Corps after graduating from Rollins College in 1976. He served in the Marines until 1981 as an H-46 helicopter pilot, according to his official Navy biography.

He is a former Wall Street investment banker. For 10 years prior to becoming Navy secretary he was managing director of Fall Creek Management, a private investment firm.

Esper took over as acting defense secretary in June when Patrick Shanahan abruptly quit after having served as acting secretary since Mattis departed. Thus Spencer, filling in for Esper as of Monday, is the third acting defense secretary this year.

Prior to the Trump administration, only twice before has the Defense Department been led by an acting secretary ‐ most recently in 1989 ‐ and never has it had more than one in a single year.

If Esper is confirmed by the Senate this week, Norquist is expected to be nominated by Trump next week to be permanent deputy secretary.

Esper, who has been the civilian leader of the Army since November 2017, has a wide range of experience with defense issues, including years on Capitol Hill. More recently he was a lobbyist for Raytheon Co., which does a lot of business with the Pentagon.
