Gen. Raziq says he is prepared to join Afghan forces in Kunduz
[Khaama (Afghanistan)] The provincial police chief of southern Kandahar province Gen. Abdul Raziq has said he is prepared to join Afghan forces to retake the control of areas seized by the Talibs.

Gen. Raziq was speaking to news hounds in Kandahar province as sporadic festivities still continue in parts of historic provincial capital of Kuduz province after it fell to Taliban control last Monday.

He said he is ready to join the Afghan forces in Kunduz if he receives instructions from the government.

Criticizing the provincial administrative and security officials for remaining reckless regarding the security situation of Kunduz city which resulted to the fall of the city to Taliban, Gen. Raziq said Kunduz is one of the key provinces of the country and called National Security Council to take immediate steps to return peace and stability in this province.

Gen. Raziq rose to prominence after 2001 when he was serving as the police chief of Spin Boldak district with his activities prompting dread among the Taliban fighters.

He has imposed an uneasy peace in Kandahar province which was the birth place of the Taliban group.

Being a prized target for the Taliban group, Gen. Raziq ordered the Afghan forces earlier in August last year to execute Taliban detainees who are tossed in the calaboose

Gen. Raziq has escaped a number of coordinated attacks planned by Taliban to assassinate him. He was slightly injured following a suicide kaboom nearly three years ago, while Talibs launched coordinated attack on his family home in Spin Boldak district back in July last year.

A Whitey Bulger type of "dread among the TB" and everyone else I might add. Make no mistake, Raziq and his henchmen called the shots in Kandahar. Raziq's TB detainees seldom made it to U.S. custody or the Parwan detention center at Bagram. Once they arrived at Raziq's fortress compound, they were never seen or heard from again. If AFG is to have a future, men like Generals Raziq and Dostum must forge and enforce it. Unfortunately, the language of the merciless warlord is the only language understood in that region.

Ghani Promises Justice Over Taliban's Crimes Against Humanity

said Saturday that a preliminary assessment of Kunduz city shows that the Taliban's actions against the people of Kunduz city are crimes against humanity and that those guilty will be identified and brought to justice.

"Taliban and their terrorist collaborators in addition to causing fear and intimidation among the citizens of Kunduz, have resorted to extrajudicial killings of civil and military individuals and residents of Kunduz as well as torturing and harassing them".

He said in a statement issued by the Presidential Palace that the Taliban has violated people's dignity and honor, resorted to rape, and set free the prisoners most of who had been convicted of murder or violation of people's dignity and property.

"They looted people's belongings and government's property, set fire to a number of government buildings including those of Radio and Television, educational and higher educational institutions, and have inflicted severe losses on the business and commerce of the people of Kunduz province," the statement read.

"They have also looted the belongings and properties of United Nations
...a lucrative dumping ground for the relatives of dictators and party hacks...
offices, and other NGOs, consulates and representations of foreign countries."

He went on to say that these acts - as reported in the latest release by Amnesia Amnesty International - during armed conflicts are recognized on the basis of humanitarian laws as crimes against humanity.

"The government of Islamic Theocratic Republic of Afghanistan is committed to legally prosecute the perpetrators of these crimes, and to that end assigns a civilian commission to assess the losses sustained as a result of the Taliban presence in Kunduz City and the crimes that they have committed in this period, determine the scale of the losses, identify those responsible and surrender them to Law," the statement read.

Abdullah Urges Review Of Peace Talks Strategy

Speaking in New York on Friday night, Abdullah said that the door for peace talks is still open but that the government's strategy on the matter needs to be re-assessed.

His comments come amid rising attacks in the northern parts of the country by the Taliban.

It would be a good proposal as long as it is in the best interests of Afghanistan and the interests of stability and peace in Afghanistan."

Barna Salehi, a political analyst said that "without doubt it would have a better impact on the grinding of the peace processor".

The first round of peace talks was officially held on July 7 in Islamabad but after the announcement of the death of Mullah Omar, the talks scheduled for the end of July were postponed and the process fell apart.

Emotions Run High in Parliament Over Dand-e-Ghori Deal
[Tolo News] Emotions ran high in Afghanistan's Wolesi Jirga (Lower House of Parliament) on Saturday when MPs were clearly divided over the recent signing of the controversial Dand-e-Ghori deal which prevents either Taliban or security forces from carrying out attacks or operations respectively.

MPs shouted out at each -- with some being in favor of the Baghlan accord and others being vehemently opposed to it.

The vocal outburst by MPs came during and after the Minister of Borders and Tribal Affairs Gulab Mangal's speech to the House which saw him answer questions posed by the politicians.

A number of MPs opposed to the deal said this accord has resulted in the area becoming a Taliban stronghold.

According to them, the Taliban have raised their flag in Dand-e-Ghori and are fighting security forces.

the minister reiterated his stance that the deal was signed between government officials and tribal elders and not with the Taliban. He said this was done in a bid to improve the security situation.

"The deal was made with the ethnic elders not with the Taliban. If it has been signed with the Taliban, I am ready to resign," Mangal said, who came under fire after Dand-e-Ghori accord. "But there is no surety that Taliban will act on their promises."

But MPs opposed to the deal said that this move gave the Taliban an advantage.

"The Taliban may not launch attack from this area but it has become their organizing center where they can make their plans," MP Ahmad Behzad said.

Another MP Fawzia Kofi said: "This deal means giving advantage to the Taliban and has given them an opportunity to make their plans and also treat their maimed fighters."

A Brutal Taliban Shows Its True Colors This Past Week
[Tolo News] Recent actions by Taliban Lions of Islam in Kunduz city have clearly shown how violent and brutal the group is today -- compared to what they were like in the mid-1990s.

According to a number of politicians and members of the public, today's Taliban is not interested in joining the grinding of the peace processor and they show no mercy for their fellow Afghans.

They say the recent utterance by the Taliban over joining the peace talks was mere lip-service as they have no intention to do so.

"From the day Kunduz fell to Taliban until now, the people are burning in the fire," Shukria Paikan, an MP from Kunduz said. "Bodies are lying on the ground and people cannot burry them."

"What the Taliban did in Kunduz was their real face. They showed that they don't know society, they don't accept young and elderly, they don't know humanity and they are the extreme [symbol] of brutality," another politician Qazi Nazir Ahmad commented.

At one stage people had hoped that the Taliban had taken a more moderate direction politically but their action this past week following the siege of Kunduz has proven otherwise.

This comes after officials condemned the Taliban's actions in the embattled northern city this week saying mass murders, gang rapes and house-to-house searches by Taliban death squads are just some of the harrowing civilian testimonies emerging from Kunduz city.

defenders from Kunduz spoke of a "hit list" being used by the Taliban to track down activists and others, and described how fighters had raped and killed numerous civilians.

"The harrowing accounts we've received paint a picture of a reign of terror during the Taliban's brutal capture of Kunduz this week. The multiple credible reports of killings, rapes and other horrors meted out against the city's residents must prompt the Afghan authorities to do more now to protect civilians, in particular in areas where more fighting appears imminent," said Horia Mosadiq, Afghanistan Researcher at Amnesia Amnesty International.

Kunduz city fell to the Taliban on Monday and despite concerted military action to regain control of the city fighting continues.

While he welcomed the support of the UN in the dialogue he warned that threats and outside intervention were totally unacceptable. Libyans alone, he said, had the right to determine their future.

Sewehli also said that while he respected the views of others, he rejected any attempt to impose those views. He and his fellow negotiators had a full mandate from the General National Congress and would not be deterred until a comprehensive political agreement had been reached on the principles that the GNC had set out.

Addressing a ceremony in Tehran on Saturday to pay tribute to the bodies of 104 Iranian pilgrims who died in Mina incident late in September, Sheikh Rouhani said it should be clarified if anyone is to blame for this incident or not, and Iran will then ask for justice and punishment of those responsible for the incident if it is proved that police or security forces have failed to comply with their duties.

465 Iranian pilgrims were killed in Mina incident and the bodies of 104 of them were returned home on Saturday.

[Hurriyet Daily News] Republican People's Party (CHP) leader Kemal Kilicdaroglu has said the flow of Syrian migrants is now seen as Europe's problem, speaking at a rally in Lyon province of La Belle France on Oct. 1.

"Two million Syrian migrants are at the doors of Europe and Europe is now asking what's going on. Can we prevent the flow of Syrians refugees [to Europe] by banning their travel? If a family, a community, is willing to risk death, then no one can prevent it," he added.

Comparing the experience of Turkish migrants in La Belle France to the feelings of Syrian migrants forced to leave their homes, the CHP leader suggested "you can understand their sufferings better than anyone else."

All suspects of Poyrazkoy coup plot case acquitted by Istanbul court
[Hurriyet Daily News] An Istanbul court ruled the acquittal of 83 suspects in Poyrazköy coup plot case on Oct. 2 and the case to be closed for a naval army member who died 2014.

Anadolu 5th Penal Court ruled on Oct. 2 to acquit all suspects from all charges in the Poyrazköy case, which also included cases such as "cage action plan," "liquidation attempts on admirals," "files found in Gölcuk" and "probe against CYDD [Support for Contemporary Living Association]."

On Sept. 18, Istanbul prosecutor Sezai Özturk demanded the acquittal of 83 suspects in Poyrazköy case.

CYDD head Prof. Dr. Aysel Celikel held a press statement in front of the courthouse on Oct. 2 after the ruling.

"I thank the prosecutor for strengthening our belief in justice, which was already lost," she said.

Retired commander Levent Bektas, who was released January last year pending trial, also made statements after the ruling. "The friends we have lost and justice coming so late make it a bittersweet happiness," said Bektas.

During the trial at the Anadolu 5th Penal Court, prosecutor said 83 suspects should be acquitted in his 19-page opinion. The prosecutor also said the case should be closed for naval army member Saadettin Dogan, who passed away May 27, 2014.

The Poyrazköy case probed the discovery of a large cache of ammunition in a military zone on the outskirts of Istanbul. Excavations in the Poyrazköy area on the Asian side of Istanbul were carried out, after nine sacks of documents confiscated from a Navy base in Gölcuk were investigated.

A total of 17 suspects, mostly naval officers, were then indicted for involvement in a plot to discredit and unseat the Turkish government.

On Jan. 28, 2014, all suspects in the case were released on probation, in light of a Constitution Court ruling on lengthy detentions. Rear Admiral Safak Yurekli and Gulseven Yaser, the former head of Contemporary Education Foundation (CEV), were also along the 83 suspects acquitted at the Oct. 2 hearing.

Demirtas: HDP vows to restrict power of president to symbolic levels
[Hurriyet Daily News] Launching its snap election manifesto, the Peoples' Democratic Party (HDP) has pledged to restrict the power of the Turkish president to a "symbolic level," lifting the controversial discretionary fund recently granted to The Sick Man of Europe Turkey

The party would make legislative amendments to strengthen the separation of powers, HDP co-chair Selahattin Demirtas said at the launch on Oct. 2.

"I can only thank those who exerted positive efforts for the benefit of the people, and who placed stone after stone going forward. But from now on we'll go on our way with the HDP," he said, in an apparent reference to the outlawed Kurdistan Workers' Party (PKK).

"Yes, the regime will change: We'll build a regime of justice. We must carry on the path with politics, with wisdom, and with peace. As [Mahatma] Gandhi said: Destroy injustice with justice and stand to applaud with bloodless hands," he added.

Demirtas also likened a Turkey without the HDP to a "ship drifting to dangerous waters."

"Today, if the ship is not sinking despite all attacks, this is thanks to the balance provided by the HDP," he stated.

The HDP co-chair again vowed to cross the 10 percent election threshold in the snap poll to be held Nov. 1.
"They said we would be below the threshold [in the last election in June]. But we'll bury the palace [presidency] under peace," Demirtas said.

CHP leader criticizes Erdogan, AKP over attack on prominent journalist
[Hurriyet Daily News] The Republican People's Party (CHP) chair Kemal KılıçdaroÄŸlu has criticized Turkish President Recep Tayyip ErdoÄŸan and the Justice and Development Party (AKP) over the violent assault targeting daily Hürriyet columnist Ahmet Hakan.

With his deputies and two CHP MPs, KılıçdaroÄŸlu visited Hakan, who was injured in the attack, at the journalist's home in Istanbul's NiÅŸantaşı district on Oct. 3.

"His health is quite alright. He is in good spirits. We had a nice chat. I told him that not only me but hundreds of thousands of his readers are waiting for his columns," CHP chair told journalists after the visit.

Four men, arriving in a black Honda at 12:35 a.m. on Oct. 1, attacked Hakan in front of his home, leaving him with a broken nose and ribs before escaping.

They were later arrested. The AKP announced on Oct. 2 that three of the men were AKP members and that they were expelled.

"It is good that they are expelled from the party. I wish that MP could also be expelled after the first attack targeting daily Hürriyet," KılıçdaroÄŸlu said, referring to AKP MP Abdurrahim Boynukalın.

Hürriyet’s headquarters in Istanbul were attacked by pro-AKP protesters on Sept. 6, while Boynukalın was filmed threatening both Hakan and Hürriyet Editor-in-Chief Sedat Ergin.

"I wish those who hurled death threats could face harsher criticism from the government. These did not happen and violence, in a way, was encouraged step by step," CHP leader added.

Hürriyet headquarters were pelted with stones by another club-swinging group of protesters in a fresh politically-motivated assault Sept. 8, after President Recep Tayyip ErdoÄŸan and Prime Minister Ahmet DavutoÄŸlu failed to condemn the initial attack. A death threat targeting Hakan in a pro-AKP newspaper was also ignored.

Turkish election body rejects relocation of ballot boxes

's Supreme Election Board (YSK) has rejected a call from several local electoral bodies to move ballot boxes and combine voting in certain areas ahead of the Nov.1 general election.

Saturday's decision by the independent body was passed by a majority of votes, according to a YSK statement.

Concerns have been expressed about the security of vote counting in parts of Turkey's east and southeast, amid ongoing festivities between the Turkish military and the PKK.

The PKK is listed by Turkey, the EU and the U.S. as a terrorist organization.

A fresh general election on Nov. 1 will take place nearly five months after the election on June 7 resulted in no party winning an overall majority.

In an interview with a Turkish newspaper on Monday, People's Democratic Party front man Ayhan Bilgen said his HDP party was considering an election boycott if the YSK accepted requests to combine voting.

In response to Bilgen's statement, Turkish Prime Minister Ahmet Davutoglu said: "That statement is in fact an expression of their distrust for the polls. If the YSK, which is an independent institution of Turkey, deems this necessary for election security, everybody has to respect this."

Guantanamo detainees could be moving to Colorado
[NYPOST] A team from the U.S. Defense Department will visit both a state and a federal prison in Colorado to assess their possible use for housing detainees from Guantanamo Bay, Cuba, senior U.S. officials said Friday.

The visit comes as the B.O. regime struggles to shut down the Guantanamo detention center and find a location within the U.S. to house its detainees. Within the next two weeks, the team will visit the Colorado State Penitentiary in Canon City and a medium-security federal prison in Florence, officials said.

The Pentagon team also has surveyed the Disciplinary Barracks at Fort Leavenworth, Kansas, and the Naval Consolidated Brig in Charleston, South Carolina. The reviews assess construction costs and other changes needed to house the detainees and conduct military commission trials.

In Colorado, the medium-security facility is on the same grounds as the maximum-security prison known as Supermax. It would need upgrades, said Cmdr. Gary Ross, a Pentagon front man.

"These efforts are consistent with our commitment to working with Congress to close Guantanamo, and are intended to help inform Congress of how we can meet this goal and what it will cost," Ross said.

OECD 'ready to assist' Europe over refugee crisis

"The Kurdistan Region welcomes Russia if its helps the Peshmerga in the war against ISIS," the office of President Masoud Barzani said in a statement.

Barzani's office said that the Peshmerga are an effective partner in the US-led coalition against ISIS in Iraq.

"The Kurdistan Region welcomes any country or party that would help the Peshmerga against ISIS and in this light we welcome Russia's participation," read the statement.

The president's office said that international coordination in the war was crucial for a better and more effective outcome.

"About the international effort to defeat the terrorist organization ISIS, if there is coordination between Russia and the international coalition there would be better outcome," it said.

The Kurdish forces have lost 1,300 Peshmerga soldiers in the fight against ISIS since the radical group turned against the Kurdistan Region in August 2014.

PM says Iraq ready to share anti-Daesh intel with Russia
[AA.TR] Iraq is ready to share anti-Daesh intelligence with Russia, Iran and Syria if they ask for it, Iraqi Prime Minister Haider al-Abadi said Saturday.

"We have been fighting Daesh more than a year and we have some important security information that no other country has regarding Daesh," Abadi said during a presser at the presidential office in capital Baghdad.

[ARA] The PYD-led Auto-Administration in the northern Syrian city of Qamishli has recently developed a new curriculum for primary schools, which depends in the first three grades on the Kurdish books instead of Arabic.

This comes after decades of ban on the Kurdish language and culture by the ruling Baath Party.

Samira Haj Ali, Deputy Educational Commissioner of the Auto-Administration in Qamishli, said: "This is a significant moment in the history of the Kurdish people, especially in Rojava (Syria's Kurdish region). Today, for the first time, a Kurdish curriculum is being officially taught at schools."

"Some chauvinistic parties claim that the Kurdish language is unimportant language in comparison with Arabic, but we want to tell them Kurdish is a very rich language. It is the language of more than forty million people," she told ARA News.

"Media shows some fake versions of school books claiming those are included in the new curriculum in Rojava, but that's not true; we have introduced a purely educational Kurdish curriculum," Ali said.

However,
the difference between stupidity and genius is that genius has its limits...
due to the dominance of the PKK-affiliated Democratic Union Party (PYD) over the public institutions in the Kurdish region in Syria, families fear that the new curriculum may influence their children by teaching them the thought and ideology of a dominant political party.

Speaking to ARA News in Qamishli, Kurdish writer Najmaddin Kayad said: "The ideologization of educational curriculum usually has devastative consequences for students, and we have seen this experience in Iraq, Libya and Syria. People of those countries now pay the cost of ideologized education that has prioritized political views over science."

"That's why there must be a reconsideration concerning the new curriculum in Rojava under the supervision of a specialized organization, which may include educational professionals and jurists, in order to serve our society and ensure a better future for our children."

Others believe that such a curriculum has no future since it's not recognized by the government.

This process comes as the Syrian government has taken the decision to close several primary schools in Qamishli city and other areas of Hasakah province in northeastern Syria amid the growing power of the Auto-Administration.

ISIS militants force Syrian underage girls into marriage
[ARA] Dozens of underage Syrian girls in the eastern province of Deir ez-Zor have been forced into marriage with bully boyz of the Islamic State

"At least 22 teenage girls have been forced to marry ISIS bully boyz in the last three weeks," local media activist Maher Abu Taiba told ARA News.

"Families are unable to protest against such violations by the radical group for fear of arrest and execution," Taiba said.

"ISIS claims that those marriages are in accordance with the Islamic Sharia, stressing that parents who refuse their daughters' marriage from the group's bully boyz would be considered apostates and would be mercilessly punished," the source said.

Speaking to ARA News in Deir ez-Zor, father of two underage girls who have been forced to marry bully boyz said the fear of brutal punishment has obliged him to remain silent.

"My two daughters have married ISIS members against their will. The youngest is 13 and the oldest is 15," he said.

"It is a painful reality. We have raised our children on idealistic values, and now we are being forced to give them up in such a painful way under threats by the Islamic State and its allied Sharia Court," the father said on the condition of anonymity.

Amid the deteriorating living conditions in the province, Deir ez-Zor has recently seen a mass displacement among civilians, especially after the turban group has tightened its control on the surrounding countryside.

ISIS has imposed its control over large areas in Deir ez-Zor in April, while pro-Assad forces still hold few neighborhoods in the city.

Iran Expels Bahrain Envoy as 'Persona non Grata'
[ALMANAR.LB] The Islamic Theocratic Republic of Iran has expelled a bigwig from Bahrain's embassy in Tehran in apparent retaliation after the Persian Gulf state did the same to its envoy in Manama.

"The number two official in Bahrain's embassy in Iran is persona non grata and Mr Bassam al-Dossari must leave Iran's territory within 72 hours," the official IRNA news agency quoted a foreign ministry statement as saying late Friday.

Bahrain on Thursday recalled its ambassador from Iran and ordered Tehran's envoy to leave within 72 hours, citing Iranian "interference" in its affairs.

The Persian Gulf kingdom of Bahrain, with a majority Shiite Muslim population ruled by a Sunni dynasty, has suffered unrest since a pro-democracy uprising started in 2011.

Iran has strongly rejected "the baseless accusations from Bahrain".

The kingdom is "evading its internal problems by passing the buck, instead of solving them" Iran's Deputy Foreign Minister Hussein Amir Abdollahian told state television
