[DAWN] Klara Balogova was 18, penniless and heavily pregnant when she rode thousands of miles from Slovakia to England to marry a man she had never met.

She knew he did not want her, or her child. He wanted her European identity card. The marriage was arranged so the 23-year-old Pakistani groom could gain the right to live and work in Europe.

Balogova was promised a clean place to stay in Britain and maybe even some money. But she says within days of arrival, she was moved from Manchester to Glasgow in Scotland, where she was kept in an apartment with her future husband. When he wasn't around, his younger brother would stand over her, and her identity documents were taken away.

Meaning the administration has caved without the impetus of a few days of riots...
The agreement, which follows the Justice Department's finding that Cleveland police engaged in unnecessary and excessive use of force, imposes some of the toughest standards in the nation on the department. It lays out an array of prohibitions in an effort to reduce violent encounters between the police and the community -- particularly its minorities -- and ingrain "bias-free policing principles" throughout the department.

The police department, according to the agreement, is now expected to "deliver police services with the goal of ensuring that they are equitable, respectful, and free of unlawful bias, in a manner that promotes broad community engagement and confidence."

East African leaders to hold summit on Burundi violence
[REUTERS] East African leaders will meet on Sunday to discuss the crisis in Burundi as violent festivities between police and anti-government protesters continue and the opposition has boycotted talks to resolve the stand-off.

Rights groups say at least 20 people have been killed by police since protests erupted in late April against President Pierre Nkurunziza's bid for a third term in office. An opposition leader was killed on Saturday.

Police fired toward protesters and gunfire was heard in several parts of the capital Bujumbura on Tuesday, a Rooters witness said. Many roads are blocked and businesses closed.

The Rooters witness saw a dead body in the flashpoint district of Cibitoke in the early evening, when gunfire was heard in the area, but no details on the incident were immediately available.

Burundi's Nkurunziza asks public for money for election
[BBC] Burundi's government has asked its people to donate money to help with controversial elections scheduled for June.

The appeal for funds were made on the government's official Facebook page.

It comes after the European Union
...the successor to the Holy Roman Empire, only without the Hapsburgs and the nifty uniforms and the dancing...
said it will withhold more than $2m (£1.3m) of funding for the elections.

There have been weeks of violent protests and a failed coup against President Pierre Nkurunziza's bid for a third term.

The plea asks for money "from patriotic citizens to reinforce a culture of democracy based on the choice of the people". It then gives details of a bank account to put the money directly into.

Ten Pakistanis executed in Saudi Arabia in 2015

so far in 2015, as the kingdom's total number of executions rose to 88 on Tuesday.

The interior ministry identified the latest to be put to death as Saudi nationals Awad al-Rowaili and Lafi al-Shammary, who were convicted of smuggling amphetamines. They were executed in the northern region of Jawf, the ministry said in statements carried by the official Saudi Press Agency.

Another Saudi, Mohammed al-Shihri, was separately put to death in the southwestern region of Asir for murder.

The conservative Islamic kingdom executed 87 people in 2014, according to an AFP tally.

Those beheaded this year include Siti Zainab, an Indonesian domestic worker convicted of murder despite concerns about her mental health, according to the Indonesian newspaper Kompas. Jakarta summoned Riyadh's ambassador over her case, a rare diplomatic incident linked to Saudi Arabia's executions, around half of which involve foreigners.

Group clash leaves eight men injured in Ghotki
[DAWN] SUKKUR: A clash over a land dispute between two tribal communities in Bhooral Pitafi village near Khanpur Mahar town of Ghotki district left eight people injured on Monday.

Two large groups of the Pitafi and Gabol communities wielding clubs and hatchets came face to face in their long-running row over piece of land and attacked each other, the area police said.

Eight of them, including Mir Ahmed Gabol, Irshad Gabol, Mohammed Ali, Niaz Ali, Mohammed Hassan Gabol and Zulfiqar Pitafi were admitted to Khanpur Mahar and Ghotki hospitals for treatment, they said.

Later, Khanpur Mahar police carried out raids at some places in the village and took away four suspects belonging to the Pitafi community but were yet to register an FIR of the clash.

Villager killed in armed clash
[DAWN] SHIKARPUR: A villager was killed and another one was maimed when they shot it out over animal grazing in the Humayoon Sharif area of Shikarpur district on Monday.

Officials at the Humayoon cop shoppe said that Syed Noor Shah had an altercation with Mohammed Ali Sadhayo over animal grazing in the fields. During the heated argument, they took out weapons and fired at each other.

They were taken to the Shikarpur Civil Hospital where Mr Sadhayo succumbed to his bullet wounds and Mr Shah was admitted for treatment.

No case was registered at the Humayoon cop shoppe till late in the evening.

When President Lahore High Court Bar Association Masood Chishti arrived on the scene, attempting to defuse the situation, protesters misbehaved with him ─ even trying to beat him ─ and accused him of trying to 'sell their blood', calling him a representative of the government, not of the lawyers.

Axact CEO Shoaib Ahmad Shaikh taken into custody
[DAWN] Axact CEO and centre of a massive fake degree fraud, Shoaib Ahmad Sheikh was taken into custody in the early hours of Wednesday from his office.

In the presence of officials from the Federal Investigation Agency (FIA) as well as police, Sheikh was taken away in a white vehicle.

Sheikh and seven other directors will be produced before a banking court on Wednesday morning.

The arrest came after an FIA raid on the Axact office on Khayaban-e-Ittehad, where officials said a large number of university degrees and student identification cards were recovered.

Sheikh had earlier requested the Sindh High Court to grant him protective bail against a 'potential arrest' in the fake degrees probe currently being undertaken by the FIA. However,
facts are stubborn; statistics are more pliable...
his request was dismissed Monday, as the bench did not find any merit in his application.

The FIA has decided to file a case against Sheikh. According to FIA officials, Sheikh would formally be incarcerated

The Zulfiqar Mirza saga
[DAWN] OLD allies turning foe is not a rare phenomenon in our political culture. Politics and vendetta go together. But the spectacle of masked police commandos in civvies beating up the supporters of Zulfiqar Mirza and smashing vehicles on the Sindh High Court premises in Bloody Karachi
...formerly the capital of Pakistain, now merely its most important port and financial center. It is among the largest cities in the world, with a population of 18 million, most of whom hate each other and many of whom are armed and dangerous...
took reprisal to a new low.

Over the past several months, Zulfiqar Mirza has been at the centre of an exciting soap running on every TV channel enthralling audiences. His harangue against his old buddy was sure to get high ratings. The sight of him vandalising a cop shoppe and heavily armed guards patrolling his farm in Badin made the former Sindh home minister a big attraction in this country's theatre of the absurd.

Unsurprisingly, his allegations against Asif Ali Zardari, his former leader and friend, have generated intense controversy. Yet, what happened on the court premises was utterly shameful and the use of masked police commandos was surely unlawful. They appeared to be more like a private militia than law enforcers. The way they fled with the appearance on the scene of the Rangers raises several questions about their real identity.

Once arguably the most powerful man in the Sindh government, Mirza is now under the protection of federal agencies. He is facing more than a dozen cases under anti-terrorism laws. The chief minister has even threatened to send his case to the military court that has been formed to try hardcore terrorists.

It was surely not Mirza's rowdy behaviour at a cop shoppe in Badin that provoked such an extreme response from the provincial administration that is hardly known for its competence or love for the rule of law.

It shows clearly that it hurts more when an insider spills the beans. What started as a bitter personal feud between two estranged friends has now taken an ugly political turn. Mirza is angry with Zardari for reportedly taking away two sugar mills that the former president had bestowed on him. He is also unhappy over the betrayal by his party of Uzair Baloch and his Lyari
...one of the eighteen constituent towns of the city of Karachi. It is the smallest town by area in the city but also the most densely populated. Lyari has few schools, substandard hospitals, a poor water system, limited infrastructure, and broken roads. It is a stronghold of ruling Pakistan Peoples Party. Ubiquitous gang activity and a thriving narcotics industry make Lyari one of the most disturbed places in Karachi, which is really saying a lot....

Air Force's Space and Missile Systems Center Certifies SpaceX for National Security Space Missions
LOS ANGELES AIR FORCE BASE, El Segundo, Calif. (AFNS) -- Lieutenant General Samuel Greaves, Commander of the Air Force Space and Missile Systems Center (SMC) and Air Force Program Executive Officer for Space, has announced the certification of Space Exploration Technologies Corporation's (SpaceX) Falcon 9 Launch System for national security space missions.

SpaceX is now eligible for award of qualified national security space launch missions as one of two currently certified launch providers. The first upcoming opportunity for SpaceX to compete to provide launch services is projected to be in June when the Air Force releases a Request for Proposal for GPS III launch services.

"This is a very important milestone for the Air Force and the Department of Defense," said Secretary of the Air Force Deborah Lee James. "SpaceX's emergence as a viable commercial launch provider provides the opportunity to compete launch services for the first time in almost a decade. Ultimately, leveraging of the commercial space market drives down cost to the American taxpayer and improves our military's resiliency."

This milestone is the culmination of a significant two-year effort on the part of the Air Force and SpaceX to execute the certification process and reintroduce competition into the Evolved Expendable Launch Vehicle (EELV) program. The Air Force invested more than $60 million and 150 people in the certification effort which encompassed 125 certification criteria, including more than 2,800 discrete tasks, 3 certification flight demonstrations, verifying 160 payload interface requirements, 21 major subsystem reviews and 700 audits in order to establish the technical baseline from which the Air Force will make future flight worthiness determinations for launch.

"The SpaceX and SMC teams have worked hard to achieve certification, said Greaves. "And we're also maintaining our spaceflight worthiness process supporting the National Security Space missions. Our intent is to promote the viability of multiple EELV-class launch providers as soon as feasible."

Elon Musk, SpaceX CEO and Lead Designer, stated, "This is an important step toward bringing competition to National Security Space launch. We thank the Air Force for its confidence in us and look forward to serving it well."

The certification process provides a path for launch-service providers to demonstrate the capability to design, produce, qualify, and deliver a new launch system and provide the mission assurance support required to deliver national security space satellites to orbit. This gives the Air Force confidence that the national security satellites being delivered to orbit will safely achieve the intended orbits with full mission capability.

The SMC, located at Los Angeles Air Force Base, Calif., is the U.S. Air Force's center for acquiring and developing military space systems. Its portfolio includes GPS, military satellite communications, defense meteorological satellites, space launch and range systems, satellite control networks, space based infrared systems and space situational awareness capabilities.

#2  JosephMendiola - when SpaceX was looking at BocaChica TX they also looked at Puerto Rico, Guam, Georgia and other Florida sites. Guam lost out early do to salt spray getting rockets and payloads to Guam. Same for Puerto Rico. Boca Chica will likely get most commercial launches after 2017 with Florida getting NASA and some mil and Vandy getting polar DOD/NASA and maybe sat phones.

Clarke reacted to the violence in Baltimore, Chicago, talk of a police slowdown in Baltimore, and the killing of two police officers in Louisiana and New Mexico with, "Welcome to President Obama's 21st century transformation of the institution of policing, and it's been a disaster, unnecessary black carnage is what we saw this weekend. And that [Baltimore] officer...hit the nail on the head, that is the mind-set of not just him, and not just the Baltimore Police Department, but a growing number of officers across the country who are tired of having all of the maladies and the pathologies of the American ghetto, the Baltimore ghetto, the Chicago ghetto, the Milwaukee ghetto, piled on them. We ask them to go down and do an impossible job, and then when they do, and things go wrong, which they can in this imperfect world, we want to come down on them, and that's what that officer is talking about. Look, that officer -- and no officer's going to give up on their community in terms of policing, but it's pretty obvious to me the officers of the Baltimore Police Department have given up on Commissioner Batts. He abandoned them, he said that they were part of the problem, you look at some of the other cities going on -- police officers all across America are watching this, they don't want to end up on a memorial wall. They don't want to lose their lives or some serious injury doing this, even though we know that that is one of the byproducts of policing the American ghetto."

He added, "ever since the days of Ferguson, this thing has been politicized, and that's what the American police officer's having problems with right now.
