Most of Iraq's new constitution finalized
 Iraq said sub-committees drawing up the country's new constitution have completed 80 percent of the draft and would meet its August deadline. The head of the constitution drafting commission, Hammam Hammoudi, said an arbitration committee was formed to bring together differing views on what he said were "complicated issues." Among the disputed issues is whether to use the word "federation," or to return to the old "Iraqi Republic" before the former Saddam Hussein regime changed it to the "Republic of Iraq" in the mid-90s. Hamman said the new constitution was being written according to the "basis of consensus among the Iraqi sectors," adding he expected the final draft to be finalized by August 15 for a national referendum vote.
