Early last year, as Tony Blair struggled through the long and bitter political aftermath of the Iraq war, yet another bit of disturbing news turned up in his red boxes. A discussion paper prepared by senior civil servants, it raised a subject that last week came back to haunt him."The home secretary and the foreign secretary," he read, "have commissioned [this] paper for the prime minister on how to prevent British Muslims, especially young Muslims, from becoming attracted to extremist movements and terrorist activity."
