Even proscribed terrorist organizations flourish; when listed by the U.S. State Department they tend to change their names so as to avoid a crackdown.
Pakistanâs intelligence service, the ISI, finds these groups useful, since they are instrumental for operations in Kashmir. The groups infiltrate India, inflame the sentiments of like-minded Muslims there, and organize terrorist attacks against Indian targets. They can also be useful within Pakistan itself...
