The UK, France and Germany say the time has come for the Council to deal with the issue, although they say talk of sanctions against Iran is premature. The US also wants the UN to confront Iranian "defiance" over its programme. The US and some European states believe Iran is covertly seeking to develop nuclear arms, but Tehran denies this.
