NEW YORK - A New York artist says he didn't mean to be offensive. But some people near Ground Zero don't appreciate James Peterson's latest work.He's painted a fake "CAUTION Low Flying Planes" sign on a building near Ground Zero.The work has prompted a host of complaints to the city Landmarks Preservation Commission. City Hall has sent a letter to the building's owner, saying the exterior painting must have a permit or be removed.Peterson admits he didn't get a permit or permission from the landlord.
