Opposition to raise new charges against Arroyo
 Opposition lawmakers plan to charge President Gloria Macapagal Arroyo for recent actions declared unconstitutional by the Supreme Court when they revive an impeachment bid against her next month, an opposition leader said Sunday. Arroyo survived an impeachment attempt in September when her allies in the House of Representatives blocked the complaints on a technicality.
