Israel censures general over use of human shields
Tel Aviv - Israel's Chief of Staff Gabi Ashkenazi censured a general Thursday for allowing soldiers to use Palestinians as 'human shields' during a military operation in the West Bank city of Nablus earlier this year. Brigadier General Yair Golan, who was the military commander of the West Bank, will be passed over for promotion for at least the next nine months, following the reprimand which came after an extended investigation, the military said. The practise of using Palestinian civilians during military operations - usually to try and convince a militant to surrender - was outlawed by Israel's High Court in 2005 following petitions by human rights groups.
