Venezuelaâs populist president, Hugo Chavez, has declared an early Christmas this year.

In a televised address to the country he announced: "Tonight the Christmas dances have started... Weâre going to start preparing the Christmas food. From now on we can start saying Merry Christmas and a prosperous 2004!"

Last Christmas Venezuela was paralysed by an oil strike and business lockout. Many people had no fuel to cook their Christmas dinners and there was also a severe shortage of beer.
No beer! It was hell!!!
On Wednesday night a military band played traditional festive music while soldiers and Chavistas danced in the streets under a banner reading "The People and Armed Forces recovering our cultural heritage and the spirit of Christmas".
Hugo says itâs Christmas! Dance, peasants!
There are as yet few signs that others have heeded the presidentâs call, although one Caracas garage has erected a snowman and a red-suited Santa, which are sweltering under the hot sun.
