Pakistan among top dysfunctional countries
Pakistan features among the worlds 10 most dysfunctional countries, according to an annual survey released on Monday. The Failed States Index places Pakistan in the ninth slot moving it three notches up from its last years position as the 12th most failed state of the world. The top 10, in order, are Somalia, Sudan, Zimbabwe, Chad, Iraq, Congo, Afghanistan, Ivory Coast, Pakistan and the Central African Republic. The index is compiled annually by the independent magazine Foreign Policy and Fund for Peace, an independent research organisation.

Congress approves $150m democracy dividend for Pakistan
Pakistan was cleared by the United States House of Representatives on Tuesday to receive a democracy dividend of $150 million from the war supplemental budget for 2008-2009. This amount will be in addition to allocations Pakistan is to receive under the regular budget for 2009 for which a total of $901 million has been requested by the administration. The measure has already been approved by the Senate and it only now remains to send it for the presidents signatures. Both Senator Joseph Biden and Senator Richard Lugar had proposed that Pakistan be given a democracy dividend to mark its return to civilian rule.
