Waters' Chief of Staff Named In Ethics Charges
House ethics investigators today unveiled three formal charges against Rep. Maxine Waters (D., Calif.) alleging that her chief of staff played a central role in her office's efforts to help a minority-owned bank.

In a ten page document detailing the charges against Waters, ethics investigators allege that the chief of staff exchanged numerous emails and phone calls with officials from the bank.

At issue is whether Waters violated congressional ethics rules by prodding the Treasury Department in October 2008 to give $12 million in government bailout funds to OneUnited Bank, in which her husband owned stock.
