Tiffany and her mother, Cynthia Young, spent more than three hours in a meeting with both U.S. and Mexican consular officials Tuesday, filling out what they were told was the paperwork to get things rolling.

The forms included a privacy act waiver and a criminal report for the Mexican Consulate that had to be filed before “they got both sides talking,” Young told the San Antonio Express-News Wednesday.

The wife and family of 30-year-old Hartley meanwhile said they had hopes their media blitz Tuesday would bring results in a matter they felt otherwise would have been swept under an international rug. So far the whole affair has been a media blitz. Normally the sequence (IMHO) of events after an allegation like Tiffany's would be to file a complaint with the local law enforcement (missing person, if nothing else), and then a complaint with Mexican authorities, which can be (and finally was done) at a Mexican consulate in Texas.
