A senior intelligence officer says that U.S. intelligence agencies are creating a new counterintelligence doctrine that will restructure counterspy agencies to focus more on offensive operations and interagency communication. In the past, the official said, the U.S. government has failed to adopt a strategic view of counterintelligence -- using spies and other intelligence techniques to stop foreign spies and terrorists.
