Watch list didn't work
The "watch list" didn't work. Khalid Al-Midhar and Nawaq Alhazmi, flagged by the CIA as potential terrorists, identified by immigration agents as having already entered the country and pursued on two coasts by the FBI, avoided capture before they climbed aboard American Airlines Flight 77 and flew it into the Pentagon on Sept. 11. Federal law enforcement sources said later that they had only a few weeks to scour a big country for the pair and that "every attempt was made" to find them. But it was not nearly enough.
