Which means [to Russian Intelligence at least] Tsarnaev enjoyed high enough priority as a potential terrorist or criminal to track and monitor continuously [but curiously, not arrest or detain]. One might assume that US Intelligence and Law Enforcement would extended no less a priority, or even have requested the assistance and reporting of host nation intelligence.
