Kashmir militants rebuild lives as hopes of lasting peace grow
Long hand-wringing piece at the Guardian. The new local government in Kashmir is working on the reconciliation thing, and 'militants' who didn't kill anyone or commit any crimes (that anyone can prove) are given an opportunity to come home and live peacefully.
