US Army to RIF 4000 captains and majors.
[WashTimes] The Reduction in Force (RIF) is back. I can still vividly recall highly decorated Captains and veterans of Vietnam, attending the US Army Infantry Advanced Course at Fort Benning (some still attending to war wounds), getting their RIF notices in the early 1970's.
