Niger Extradites a Son of Qaddafi to Libya, Saying He Didn't 'Stay Quiet'
 [NY Times] Niger on Thursday extradited Saadi el-Qadaffy, the third son of Col. Muammar el-Qadaffy, back to Libya, where he is accused of participating in the corruption and abuses of his father's more than 40-year rule.Libya has sought Mr. Qadaffy and other runaway members of his family since rebels toppled his father's government in 2011. But Libya's transitional government has shown little progress in building a credible or independent judiciary that might handle such high-profile cases, to say nothing of the problems it has found in creating a professional army, police force or prison system. Niger's justice minister, Marou Amadou, said his country had accepted Mr. Qadaffy and members of his entourage "on the basis of certain conditions." "They were enjoined to stay quiet and do nothing to destabilize Libya," he said. "And unfortunately, the Libyans gave us lots of information that they were not staying quiet.
