Gulmurod Khalimov, a former Tajikistan special operations counsel, police commander and military sniper, was placed under U.S. sanctions in September 2015 as part of a larger U.S. effort against Islamic State. He was the commander of a police special operations unit for Tajikistan’s interior ministry. In May of last year he announced in a propaganda video he fights for Islamic State and called for violent acts against the U.S., Russia and Tajikistan, the State Department said Wednesday in a statement.
