BLUF:[The New Yorker] In June, shortly after the Administration announced that it was pulling out of the Paris accords, David Rank, the Deputy Ambassador to China, decided to resign, rather than deliver the official notice of withdrawal to the Chinese government. Rank told me that his greatest fear is that the damage done to the State Department, and to the American-led international order, will be too extensive to repair. Reflecting on his three decades as a diplomat, Rank said, "Maintaining our network for foreign relations is hard. It requires constant attention, a lot of people, a lot of work.
