Sibling of cop, 33, shot dead during Christmas traffic stop, breaks down as he praises police for arresting illegal immigrant

- He was identified as a Mexican national who entered the U.S. illegally years ago
- Cops said he was trying to flee to Mexico and placed him in Singh's handcuffs
- Arriaga was a farm laborer and is part of the notoriously violent Sureños gang
- He also had two previous DUI arrests, according to police
- Singh was married and a father to a five-month-old boy
- Authorities at first didn't name Arriaga because he has several aliases and needed to be confirmed by fingerprint in person
