Haddouchi was unable withdraw the money in Raqqa because of the lack of international banks.

But £3,000 was taken out of his account by accomplices in July 2015 and was handed to the man responsible for planning the November 2015 Paris attacks and 2016 Brussels bombings, Mohamed Abrini.
“The man with the hat” is in our archives mostly as Mohammed Abrini. The £3,000 in question was reported here, though Mr. Haddouchi is only described, not mentioned by name.
