... a neurosurgeon who was under the delusion that being brilliant qualifies him to be president....
 did not have the "intelligence" for his current position as Secretary of Housing and Urban Development.
Bless your heart, my dear, the man is literally a brain surgeon. The only field debatably smarter is rocket science. And you qualify for neither.
