Kanye West suggests Israel pays African mothers $1 million per child

"Everybody that has a baby gets a million dollars or something in that range. We will fund it with other countries," West said, as cited by Israel National News, "America with other continents. There are Israeli continents that do not believe in this. There are African continents that do not believe in this." Even if Kanye confused "continents" with "countries", I'm still confused.
