Israeli Delhi embassy bomb: National Investigation Agency registers case, police busily following leads
Iran, ISIS, or Al Qaeda? One of them (probably) sponsored it... And is Kenya a connection or a feint? Tune in again, dear Reader, when more will be revealed by India’s NIA (with the Mossad labouring quietly in the shadows).[OneIndia] The anti- terror probe agency National Investigation Agency (NIA) is likely to take up probe in connection with the minor blast near the Israeli Embassy.

A team of NIA officials had already visited the blast site on Friday evening and had collected evidence materials. The officials also carried out complete mapping of the area to identify the route and the persons involved in the blast.

Meanwhile, Delhi Police's Special Cell is questioning some people, including a few Iranian nationals on Saturday.

A team from the National Bomb Data Centre (NBDC) of the NSG visited the spot for post-blast analysis, a senior officer said, adding that the findings will be shared with the Delhi Police team investigating the case.

The minor blast took place on Friday evening in a high-security zone of the national capital. No one was injured.

An envelope addressed to the Israeli Embassy and containing a note was found at the site of the blast, sources had said. It had reportedly suggest an Iranian link to the incident.

A case has been registered and the Special Cell is investigating the matter.

As of February 1st, One India reports the police are busily following leads: interviewing people, and combing through cell phone data. Unfortunately, it was discovered that most of the nearby CCTV cameras do not work despite the fact that the embassy is in a high security area.
There is also a very strong possibility that the blast could be linked to the one that took place on February 13, 2012.
That one was definitely Iran...
We are not ruling out any possibility, the official cited above also said.

Investigators are also looking at the role of a group called the Jaish-ul-Hind. A person by the name Vikar had claimed responsibility for the blast on a Telegram group in the ISIS forum that is linked to the Qayam Foundation.
A quick search of “Qayam Foundation” leads to a Facebook page proclaiming that the foundation is a charity founded in Kenya to support and educate Muslim youth, and that there now is a branch in Punjab — though whether they mean India or Pakistan is not clear. Facebook lists several related pages in Nairobi, one of which links to the Ummah Foundation, whose goals are literacy and economic self-sufficiency for Kenyan Muslims, and motivating Muslims in Kenya to practice pure Islam — Facebook greasing the progression to radicalization. Both the Muslim Brotherhood and the Islamic Society (Jamaat-e-Islami), which feed cannon fodder to jihadi groups, have become influential in Kenya in recent decades, separate from the predations of Al Shabaab.
The internet protocol address has been traced to Herat
...a venerable old Persian-speaking city in western Afghanistan, populated mostly by Tadjiks, which is why it's not as blood-soaked as areas controlled by Pashtuns...
in Afghanistan. However this angle needs to be thoroughly probed as it could be a false flag, officials say.
On February 2nd the NIA officially took charge, repeating all that had been said on the subject previously.
