- The bill is designed to take on America's rivals, mainly China
- Much of the cash is to increase semiconductor development and manufacturing
- The U.S. share of semiconductor manufacturing globally has steadily eroded from 37 per cent in 1990 to about 12 per cent now
- That is despite demand for products which require the vital components ballooning
