FEMA 2014 Pandemic - Influenza Continuity of Operations Planning
[FEMAgov] Back in 2014 the USA had a serious EBOLA threat coupled with a Moderately Severe Flu that by itself took over 38k USA lives.

So FEMA developed Pandemic Template to be followed if the stinky stuff really hit the fan.

Its a good read to see the 7+/- year old Continuity of Operations Roadmap that was planned back then vs. the one we are following today.
