The ADF, under the leadership of Ugandan Musa Seka Baluku, is one of several murderous Moslem groups in NE Congo. In 2019 the U.S. Treasury Department imposed sanctions on them for the usual reasons, and the CIA have tagged them as the local ISIS affiliate. But possibly they just like killing infidels...
