From the Office of Naval Intelligence April 20th World Wide Threat to Shipping Report:Per an 08 April report, the president of [the Japanese tug] Idaten's shipping company told media sources that he hired a negotiator in Malaysia to talk to the pirates. The $462,000 USD required to secure the safe return of the hostages includes the negotiator's fee, travel costs, and compensation for the job Idaten was carrying out.
