Executive Order 13526
[Archives.gov] There has been a lot said about whether the VP has authority to declassify material, given the docs found in Biden's houses and offices. The link is the the 2009 executive order on this. Unfortunately, the only Congressional action, namely 18 USC 1924 doesn't really cover the issue of who may classify and who may declassify.Thus the executive has been in control of this. EO 13526 is an extensive piece, complicated and yet, not entirely clear. It is clear on the fact that the V-POTUS has the same power to classify as the POTUS, but it is not clear on whether that extends to declassification especially given that there are so many classification standards and levels.
