Buffalo is in western New York, actually, at the far western end of the state; Hudson Valley and the Finger Lakes are in the upstate region, though of course to many NY City folk the geography gets a bit fuzzy that far away.
- But, he said, if the migrants arrive in Buffalo and had not yet been processed, they would be sent back to the Roosevelt Hotel to get their documents
Buffalo is no doubt awfully tired of NYC making decisions, then forcing them to deal with the resulting problems. Why should they make it easy for The City now, when they are already being force to absorb unwanted costs?
