There will be no place in the interim government for any Taliban. He blamed the assassination of Ahmed Shah Masood on Osama bin Laden to defuse support for the US within Afghanistan in anticipation of the 9-11 attacks. The general amnesty for the Taliban applies only to local troops. It does not apply to foreigners -- al-Qaeda Arabs, Chechens, etc., and Pakistani jihadis.
