Palestinian President Yasser Arafat said on Tuesday Palestinian security forces arrested militants who killed a Bulgarian road worker in a West Bank shooting on Monday that violated a ceasefire. ''Those who did it were arrested,'' Arafat told reporters. What about those who ordered it, Yasser?

In a separate attack on Tuesday, a Palestinian armed with a pistol opened fire at a military roadblock near the West Bank city of Tulkarm and was shot dead by soldiers, an army spokesman said.
