According to official spokesmen for the ministry, Hussam Zaki, the telegrams were sent specifically to influential states in the international community which are involved in the Middle East conflict. The telegrams explained Egypt's attitude with regard to the Gaza issue. Zaki called for regulating the passage at the Rafah crossing into Gaza as "the best way out of the current dilemma."
