#6 People ask of Cuban ration cards when the island is surrounded by ocean. The reason is: fishing fleets are often without diesel, thus are kept ashore. Also, fishermen are allowed to keep some catch for family use, and if they are fed up with government incompetence they often only take what they need, leaving markets bare. Export markets are favored because sea workers are kicked back some hard currency. Agricultural management is even worse. |
