Not what I'd call outrageous. They are at least as intelligent as many of our own congress critters. At the rate we're going there won't be an ape anywhere on the planet in a few years. It's a desperate situation that generates questionable legislature like this, but at least somebody is doing something instead of just sitting around with their thumb up their ass.

#3  Spain doesn't have any native apes or monkeys. Gibraltar claimed by Spain has Barbary Apes, a species of monkey. And like all all monkeys in my personal experience, including Gibraltar's apes, they are nasty, vicious and extremely dangerous animals.

If you want to deal with monkeys, I recommend at least one of the following - mace, cattle prod, handgun.

#2  So, what are they going to do with any great apes that are currently in zoos in Spain? Since they have a "right" to be free, they will have to be let go.
Of course, if they are let free, and they have rights, then they should also have responsibilities. Like paying for the room and board the now get for free.
