Not everyone has the temperament for such careers. At least if they're stoned and weaponless, they won't be suddenly jihading against their comrades in uniform. We expected there would be a sorting-out period of some years, as expectations changed.

#1  Either that, or they should be provided dope that contains a reversible disease that identifies them as a drug user, so they can be fired.
