Pentagon, DEA to assist Mexican Federales, Military

US military and federal police agencies have been ordered to start assisting the Mexican Policia Federal in a program aimed to regain control of Juarez, Chihuahua, according to a US State department document obtained by the Mexican daily Milenio.

The first high level meetings began in January, 2010 in El Paso between Mexican security authorities and US counterparts.

A centerpiece of the program is the use of the DEA's Intelligence Center of El Paso (EPIC). The program apparently will allow Mexican authorities to gain access to intelligence information used by other US federal agencies.

Reports also say US Department of Defense will fund secure communications for police cooperation between Mexican and US security authorities.

Included in the funding will be installation of an anonymous telephone hotline in Juarez, encrypted communication for police forces, which include the delivery of a thousand portable radios for police patrols. The equipment will be interoperable with the systems of the Ministry of National Defense. Ten other border cities are to be included in the program as well as Juarez.

Also included is the building of an aircraft for use of Mexican Policia Federal. UAVs are also under consideration in the program.
