Ex-Pres Carter says All the Norks want is respect and US negotiation

In an opinion piece for the WaPo, who have published his musings in the op ed section many times, ex President Carter:

- says that all the NORKs want is respect
- praises himself for the 1994 agreement (he elides the part about the NORKs immediately breaking the deal)
- says that the NORKs will easily agree to end their nuclear programs, put the dismantling activities under IEAA inspection and sign a permanent peace treaty if only the US agrees to bilateral talks (to replace the 6 power negotiating framework).

- he does not offer to make himself a permanent hostage of N Korea
