That's the theme of David Hoffman's 2009 book "The Dead Hand: The Untold Story of the Cold War Arms Race and Its Dangerous Legacy". Hoffman, a WaPo investigative reporter, strongly favors disarmament through arms control treaties. #1  Thanks for the advance notice. I still shudder when I remember the Cuban Missile Crisis. I was old enough then to have read a bit & have a basic grasp of the stakes at the time.
