| #1 Simple solution. When a girl child is born in Europe, inform her parents that if the government later discovers that she has had her genitals mutilated, unless her parents have reported the criminal act to the police, they will be held criminally liable for aggravated assault. Their daughter will be taken from their custody, and both the mother and father will spend a minimum of 1 year in prison, each. It does not matter matter where, or under what circumstances, the mutilation occurred. That she is mutilated is all the evidence needed. |
