1525 EDT: "The plan for the military to distribute free fuel to the public in New York was put off after the swarms of people that showed up for gasoline proved overwhelming.

“We have asked the general public to no longer come to these distribution centers,” said Eric Durr, the director of public affairs for the New York Division of Military and Naval Affairs.

At a news conference on Saturday morning, Gov. Andrew M. Cuomo announced that four mobile distribution stations would be established in four spots around the city. Under the plan, each motorist could receive up to 10 free gallons of gasoline. But not long after that, the location in Queens was swamped by motorists."

Probably due to the "we've always done it this way, and we're not about to change" mentality, prevalent in NYC as anywhere else.
News items indicate some of the gas stations affected by Sandy have emergency power & this is why they are able to operate. Most apparently don't. I'm not an expert, but it sure doesn't seem like rocket science to rig up emergency power for a gas station's pumps.
This has been a problem after major storms all over the US for many years now.

#5  Y'all New Yorkers should be embarassed of yourselves. Here are your leaders. More concerned about joggers than how to get gasoline off a ship in one of the busiest most experienced ports in the world.

#4  'Free' Army gas is a stupid plan. Encourages people who don't need it to take it by removing the price signal from the process. Better plan - deliver the Army gas to gas stations to sell at a normal price (either sell on consignment or on loan.) Alternate better plan - eliminate anti-gouging laws, relax emission blend requirements, waive tax accounting rules: Then every Joe with access to a fuel tanker will roll in with a load, even if they bought it at retail at the nearest functional Sam's.
