#5  If you read the article - each time the train crossed the border it generated energy credits in the EPA which they can sell to companies who don't make the arbitrary EPA limits.

Not mega-stupid at all. Just playing the game - according to the foo'ed up rules some bureaucrats/legislators set up. Enron did the same thing in California, selling power across the state border and buying it back.

CN recently changed management and its board of directors after a proxy battle. The new CN regime is more 'aggressively earnings oriented'.
