#3 They're more concerned about getting sued. The burglaries that this set off haven't yet involved any confrontations, but the odds are going to run out on that. Let's say, hypothetically, a woman who moved and got a permit because of an abusive ex / stalker situation, and the guy sees her new address in the paper and want to see how she's doing. Some body ends up with a 'severe injury'. You KNOW there's a lawyer in NY waiting for this. |
