"So this is an opportunity for us to hopefully overcome the hurdle that today we've been unable to achieve," Cousin said.

#1  I simply don't understand. We never heard anyone bitching like this at the old Canal Hotel in Baghdad. Oh sorry...., the UN 'Oil For Food' programme was a bit different you say ?
