| #2 Got to get through all that 'chaff' of transfers back home to Mexico and Central America around paydays. (Remember all those 'untraceable' small credit card transfers from Europe to the 2008 Obama campaign. You can't dismiss that model used to support other activity either.) |

| #1 US Treasury FinCEN performs a similar function. The IRS used to do the same thing under their FINCEN organization (which may have migrated to Treasury). |
